Not necessarily. Luiz was signed as a stop-gap as we could not get Upamecano signed last summer. I don’t see anything wrong with Arsenal making depth signings before they bring Upamecano in. Just a good way to get around FFP, which is always present in the mind of the board. And Mustafi and Sokratis are definitely up for sale and will be moved on this summer.
