I think, it’s not about losing games. A defender can play well and their team still lose the vast majority of games even when the team around him is shit (st etienne last year weren’t great). Nathan Ake and Tyrone Mings are good examples.

It’s about protecting him from making mistakes in an arsenal shirt that are going to impact his arsenal career. The pressure will be less because he has nothing to lose at fulham. If he fucks up and fulham get relegated oh well too bad.

But starting for us he could fuck up and knock us out of europe of the FA cup or keep us from getting top 6.

The alternative is 6 – 8 europa league games and 1-2 FA cup games and 2/3 high pressure PL games. Not really enough to develop imo.

For fulham he gets 30 PL games. Then next year comes to us a pretty experienced PL player ready to play in a top 6 team.
